<p class="p_insurance_c">系统采用省、地市计费中心分次批价，省级统一结算的体系结构，使权力的适当集中与分散相结合,理想与现实相结合。省级计费中心根据统一制定的计费规则、费率、国家标准优惠政策、话单属性对采集话单进行一次批价，并可制定灵活的优惠政策。同时以批价后话单作为结算依据，进行省级统一结算，各地市计费中心可对一次批价后的话单作二次批价，二次批价不能违背一次批价基本原则，可以根据用户的个体资料（特殊号码、客户群、入网套餐、话费套餐）作出相应计价调整。同时由省计费中心生成防欺诈报告，供地市计费中心作为防欺诈参考。</p>

    <dt>1、主要功能： </dt>

        <li>系统设置唯一的超级用户，具有系统所有权限，用于作系统初始化授权，并定义系统公用信息（系统公用界面）</li>
        <li>维护用户帐号，管理用户权限。</li>
        <li>用户帐号采用 ORACLE帐号，用户数据库帐号的口令由用户应用帐号的口令经过加密转换而成</li>
        <li>用户授权分为应用授权、编码授权、参数授权。</li>
        <li>应用授权最小的授权单位是模块，为每一个模块定义相应的角色，根据该模块对数据库的操作情况受给相应的数据库权限，角色可以包含子角色，嵌套层次不受限制</li>
        <li>编码的维护原则是不能删除，只能增加，可修改使用状态</li>
        <li>参数的修改应该记录相应的修改日志</li>
        <li>可以实现分级授权</li>
        <li>可以实现对任意用户组的所有用户授权</li>
        <li>可以快速查看任意用户组的所有用户公有授权信息</li>
        <li>用户对数据库的操作权限对用户透明</li>
        <li>用户对数据库的日常维护直接用该数据库的相应工具</li>
        <li>可查看操作员的操作日志</li>
